Tower Meadows subdivision was established in 2007, just two short years later a bank failure halted construction with just 68 homes built. This resulted in the developer and partners failing to complete construction of critical infrastructure and homes. Between 2007 – 2015 numerous residential home builders purchased lots in Tower Meadows and built a handful of homes only to fall on hard times and either foreclose on unsold homes or leave homes in varying states of construction.
With an already established Home Owners Association, which prior to 2016 was controlled by the previous developer, residents of Tower Meadows began the process of a community controlled Home Owners Association.
In 2016 the newly re-established community controlled HOA began working with both county officials and residential construction companies on how to finish the communities infrastructure and 56 vacant lots.
In 2016 Olthof Homes purchased most of the vacant lots and began development. Porter County inspected, repaired, and completed the critical infrastructure that was left unfinished by the previous developer. The Tower Meadows Homer Owner Association began work to complete and repair the unfinished community grounds left unmaintained for the previous decade.
